I probably haven’t followed enough of this to say for sure, but this reads like he may g he Ave been scapegoated. I definitely get that he has ultimate responsibility and maybe he didn’t do everything prudent to mitigate the known hazard, but my experience in the ship driver world is that the ISIC generally has at least some culpability in sending broken ships to sea as well. From the little bit I know, it sounds like a lot of the choices that led to the collision were made for him and he probably shouldn’t go down alone.
