This statement more or less sums up “the process” in general. There are programs and portfolios that are simply unmanageable and were like that long before the current leadership got there. At one point I was supposed to go the HUQ-1 if anybody remembers that still born command. I haven’t seen where a lot has changed. Seems to me the Navy has been its own way on unmanned technology forever.
