I believe he thinks he’s got a relationship with Trump and can leverage it to insert himself in the peace process. The national leader from a democracy with whom Putin has met the most is Netanyahu. And, he’s got a relationship with the mullahs. Makes sense to Putin, maybe not the rest of the world.
