I like the guy and it's a shame he isn't a US Senator. I don't know if he will be the permanent secretary but it probably wouldn't be a bad choice. He has a non conventional career path which might help him look at things differently. More expertise then a typical corporate civilian and understanding the language but not biased to a particular traditional warfare area.
